They found that time travels are not the answer to solve problems, in fact it creates more. But they discover something. To become a civilization as they are now, history must keep flowing. Wars, science discoveries, earthquakes, diseases, everything must happen to finally reach the answers, the agreement, and all those things that leads to a perfect world. If they interfere, nothing will be as are now (in future). For example. We are in year 3045, we have the technology to time travels and we are decided to prevent WWII. So we send a woman to change a baby Hitler for another baby. She succeed and returns to the future, only to find that nothing was changed. Probably if she failed, WWII wouldn't happen. So aliens came from future, and they want that things keep going like they are now. That's the only way they can exist. It's a matter of survival.
